Govt would never agree on the fact that people did die due to lack of Oxygen, says Kapil Sibal

Congress leader Kapil Sibal said that health may a State issue but when a disaster happens it becomes a subject of Union. Adding to it he said that Government would never agree on the fact that people did die due to lack of Oxygen in the country.
