The US Congress needed to pass a stopgap spending bill before October 1, when current funding expires just weeks before the November elections. However, Republicans and Democrats were divided over a voting bill which asked for proof of citizenship from voters.
Speaker Kevin McCarthy presented the stopgap proposal just hours before the midnight deadline, which, if not met, would have resulted in millions of federal employees and military personnel either being sent home or required to work without pay.
The longest-ever shutdown in US history has rendered over 800,000 federal employees without work, crippling the functioning of several key wings of the government including Security and State department.
Trump has also demanded that the US shift to an immigration system, based more on merit and less on family ties.
