The review of the format comes as the bidding process is being put in place for Euro 2028 with a decision on the hosting set to come by the end of 2023.
The 14 penalties awarded so far at Euro 2020 in 36 games compares to only 13 given in the group stage at the past three tournaments combined, a total of 84 games.
Games now tied on aggregate score after the regulation 90 minutes in the second leg will go direct to extra time and then to a penalty shootout.
