Interestingly, the Winter Session will start the day counting of votes will take place for Assembly elections in five states.
Under the ordinance, giving instant triple talaq is illegal and void, and will attract a jail term of three years for the husband.
Law Minister Ravi Shankar Prasad said that the Government sought Congress' support over the bill on five different occasions but the Congress turned away.
The Supreme Court had declared instat triple talaq illegal and unconstitutional in August last year and had asked the Government to bring a law against the practice.
He said that his government tried to bring the Bill in Parliament in the just concluded monsoon session after the Cabinet had approved some amendments to end the practice of Triple Talaq.
The Congress MP said that the male community has always dominated the society, adding women are oppressed in every religion.
The Congress-led Opposition has been demanding that the Muslim Women (Protection of Rights on Marriage) Bill 2017 be sent to a Select Committee for further scrutiny.
