Faleiro, who previously served two terms as a Chief Minister of Goa, submitted his resignation on Monday as an MLA to the Speaker of Goa Assembly ahead of state Assembly elections next year.
Mamata Banerjee, a resident of Bhabanipur, needs to win in order to hold on to her office. She has contested from Bhabanipur in the past two assembly elections since 2011.
The Mamata Banerjee-led party has no 'high-command culture' and will pick credible local leaders in the coastal state, Derek O'Brien said.
Hakim, who is on the campaign trail for TMC supremo and West Bengal Chief Minister Mamata Banerjee for the September 30 Bhabanipur by-poll, said the party is not inducting BJP leaders indiscriminately into its fold.
The BJP has said it was not allowed by the police to campaign for the Bhabanipur by-election in the area near Chief Minister Mamata Banerjee's residence.

Interestingly, disgruntled leader Babul Supriyo, who had resigned from active politics but was persuaded by BJP chief JP Nadda against resigning as a Lok Sabha member, has also found a place in the list of star campaigners.
Bhabanipur bypoll: Mamata Banerjee will file her nomination today, As per the schedule, polling will take place on September 30 while results will be announced on October 4.
The notification for the Bhabanipur bypoll was issued on September 6, beginning the nomination process. September 13 is the last date of filing nominations, while scrutiny of papers will take place on September 14. September 16 is the last date to withdraw from the electoral battle. Counting will be held on October 3.
