Pakistani terrorist Mohammad Ashraf was arrested by the Special Cell of Delhi Police on Tuesday from the national capital's Laxmi Nagar area.
During the ensuing chance encounter, one terrorist was neutralized while another managed to escape.
"The hybrid terrorists used by these terror groups for these targeted killings are mostly engaged in normal jobs and are used for such killings using small weapons. They return to their normal routine after carrying out such acts," top govt sources told.

The Army on Thursday foiled an infiltration bid near the Line of Control (LoC) in Uri in Jammu and Kashmir’s Baramulla district, killing three terrorists and recovering a cache of arms and ammunition, officials said. "We noticed some suspicious movement in the Hathlanga area near the LoC. The infiltrators were challenged and three of them were killed," an Army officer said.
