OGWs are overground workers of militant outfits who work as their eyes and ears. They keep watch on the movement of security forces, arrange hideouts for militants and also provide other logistic support to them.
Security forces had received specific inputs about the presence of militants in the area after which they had surrounded an orchard area of Dragad-Sugan village.
Earlier on April 20, a militant was killed in an encounter with security forces in Baramulla district of Jammu and Kashmir.
Earlier on April 6, two militants were gunned down by the security forces in Shopian.
The operation against the militants was started on Thursday but the security forces had to proceed with caution as two civilians had been taken hostage by the ultras, police said.
"The area has been sealed off to prevent the militants from escaping," the informed sources said.
Most of the shops and other business establishments were shut here in the summer capital of Jammu and Kashmir, officials said.
The encounter had started late Monday night after security forces received information about the presence of these terrorists in the area.
Incriminating materials including arms and ammunition were recovered from the site of encounter.
Four terrorists were killed in military action on Saturday, while body of another terrorist killed on Friday night was also recovered by security forces.

Top Hizbul Mujahideen commander Saddam Padder is also believed to be among the slain militants but police officials said it can only be confirmed after ascertaining the identity of the slain ultras.
