BJP leader Vinay Katiyar alleged that the issue was being delayed "under pressure" from the Congress, which denied the charge.
In a prompt response, the Bharatiya Janata Party (BJP) came all guns blazing on Rahul Gandhi and demanded his apology for the Congress leader's controversial statement.
Owaisi's comments came in reaction to the demand made by Bhagwat for a law to enable the construction of Ram temple in Ayodhya.
Mohan Bhagwat said that the construction of Ram temple will also pave way for an atmosphere of goodwill and oneness in the country.

Senior TMC leaders declined to comment on the issue. A legal notice is a precursor to a case being filed in a court.
"During elections, the politicians are busy luring two kinds of people -- the youth and women -- by offering them cash or gifts, whom they find gullible," he said.
“The officer has stated that as part of his professional duties he interacted with SPG protectees; however, he has categorically stated that during his interaction with Gandhi, there was no talk whatsoever regarding the appointment of a new Director or the reasons for his leaving SPG,” the statement further read.
The BJP has called for a 12-hour shutdown in the state on September 26 to protest the alleged murders of students.

RSS joint general secretary Dattatreya Hosabale said on Sunday that Hindus should provide "quality and constructive leadership" not only to their own community but also to the world in areas like education, intellectual activities, academic activities, media, political leadership and science and technology.
"We have to come together," Bhagwat said, noting that all the people need not to register under one umbrella.
The comments came on a day the Supreme Court unanimously decriminalised part of Section 377, which criminalises consensual unnatural sex, saying it violated the rights to equality.
"VHP, RSS and BJP members along with hundreds of people welcomed him as he walked towards his residence at Hathikhana Bazar from nearby Swaminarayan temple, where he went to offer prayers after his arrival here," Viral Desai, VHP spokesperson said.
During the Congress Core Group meeting in New Delhi on Thursday, Mallikarjun Kharge, Leader of Opposition in Lok Sabha, compared RSS with 'poison' and said everyone knows the consequences of tasting it.
