The Pakistan Cricket Board (PCB), however, said the PSL will continue as scheduled despite the withdrawal of the overseas players.
PCB chairman Ehsan Mani told a National Assembly standing committee meeting that the board paid each West Indian player around USD 25,000 to come for the tour.
PCB chief executive Wasim Khan said on Wednesday that the primary reason for proposing Rawalpindi was that pitches in Lahore and Karachi “have been diluted” through overuse.
Younis Khan also said that he has never asked money from the board as "it has never been an issue".
Hafeez, who made a comeback to the national side, said the PCB needs to fill the communication gap with senior players.
India skipper Virat Kohli, legendary Sachin Tendulkar and Australian greats Ricky Ponting and Steve Waugh have all advised against tinkering with the traditional format.
Three months back, the Cricket Committee had recommended the sacking of foreign head coach Mickey Arthur and the national team's bowling and batting coaches after Pakistan failed to reach the semifinals of the World Cup.
The series if confirmed is likely to be held after the Pakistan Super League in the last week of March.
The PCB is also trying to convince Sri Lanka and Bangladesh to visit Pakistan in December and January to play the ICC World Test Championship matches.
The Pakistan Cricket Board has revoked no-objection certificates (NOCs) given to its players to feature in the Abu Dhabi T10 league.
Mohammad Hafeez criticised the board after a video of former Pakistan domestic cricketer Fazal Subhan driving a pick-up van went viral on social media last week.
The UAE has remained Pakistan's home venue for a long time with no Test nation visiting the country since the 2009 terrorist attack on the Sri Lankan team bus.
PCB CEO Wasim said the PCB has decided that it will not host any more matches in the United Arab Emirates (UAE), which has remained the country's home venue for a long time.
Ehsan Mani said on Friday they are positive that Sri Lanka will turn up for the series as there has been no negative feedback from their Cricket Board.
The PCB is of the opinion that their plans of permanently bringing international cricket to Pakistan will be in jeopardy if they move the series to a neutral venue.
Harin Fernando, who is Sri Lanka's Sports Minister, said that 10 players have opted out of the tour "purely" based on the 2009 incident when their team bus was attacked by terrorist.
According to a Pakistan Cricket Board media release, Misbah-ul-Haq was the unanimous choice of the five-member PCB panel that conducted the recruitment process.
The 45-year-old Misbah has played 75 Tests and 162 ODIs and he also became the most successful Pakistan Test captain between 2010 and 2017.
The new constitution, which came into existence on August 19, decreased the number of participating teams in domestic cricket from 16 to six.
Significantly, PCB chairman Ehsan Mani had made it clear that having dual roles -- with the national team and a PSL franchise -- will no longer be accepted as per the board's new constitution.
