The Armed Forces (Special Powers) Act, which empowers security forces to conduct operations, arrest anyone anywhere without prior notice, has been removed from all areas of Meghalaya from March 31, the Home Ministry said.
"We are not saying 'no' to peace but there is a process which we need to follow and the government is clear on its stand that we will not negotiate with any rebel group," he told the Assembly.
