There would be no second consular access to Kulbhushan Jadhav, says Pak MEA. The matter is in the International Court of Justice.
Pakistan Foreign Affairs Ministry's spokesperson, Mohammad Faisal, announced in a statement, Pakistan government's intentions to block India's attempt to get second consular access in the case of Kulbhushan Jadhav.
The Pakistan military on Wednesday said India was given consular access to death-row convict Kulbhushan Jadhav after it accepted the five conditions for the meeting. Jadhav, 49, was sentenced to death by a Pakistani military court on charges of "espionage and terrorism" in April 2017, following which India had moved the International Court of Justice (ICJ), seeking a stay on his death sentence and further remedies.

Kulbhushan Jadhav: Pakistan on Sunday said that it will provide consular access to Kulbhushan Jadhav on Monday (September 2). Pakistan's Ministry of Foreign Affairs said that the consular access will be provided "...in line with Vienna Convention on Consular Relations, International Court of Justice (ICJ) judgement & the laws of Pakistan." The ministry was quoted by news agency ANI.

By expelling Indian envoy, Pakistan may have started a diplomatic war with India. Ambassador is the official representative of a particular country in the country in which he is posted. Expulsion of ambassador from the country is a far reaching step which is taken in situations where relations between two countries are under immense strain. By asking Indian ambassador to leave the country, Pakistan has made a major diplomatic statement.
Pakistan kept mum on granting consular access to Kulbhushan Jadhav, a day after Islamabad said it would allow Indian officials to meet the retired Navy officer on Friday.
Pakistan on Thursday granted India consular access to Jadhav on August 2. To this end, Raveesh Kumar, MEA spokersperson, said India would timely respond to the proposal -- through diplomatic channels.
The International Court of Justice (ICJ) on July 17, in the case relating to Indian national Kulbhushan Jadhav, ruled in favour of India on merits, affirming the 49-year-old retired Indian Navy officer's right to consular access and notification. The court further directed Pakistan to provide effective review and reconsideration of his conviction and sentences.
India on Thursday asked Pakistan to grant full consular access to Kulbhushan Jadhav at the earliest in "full compliance and conformity" with last week's verdict in his case by the International Court of Justice.
"I am an incorrigible optimist and we will again move the world court if Pakistan fails to conduct a fair trial in Kulbhushan Jadhav's case," renowned lawyer Harish Salve, who represented India in the ICJ, said on Thursday.
External Affairs Ministry spokesperson Raveesh Kumar said the main verdict of the International Court of Justice (ICJ) was in 42 pages, and a press release issued was seven pages long. "And if there is no patience to go through the 42 page verdict, then they should go through the seven page press release, where each and every point has been ruled in favour of India," he said.
Making a statement in Rajya Sabha, he said the verdict of the International Court of Justice is not only a vindication for Jadhav but also for all those who believe in the rule of law. In a major victory for India, the International Court of Justice on Wednesday ruled that Pakistan must review the death sentence for Jadhav, who has been sentenced to death by a Pakistani military court on charges of "espionage and terrorism".
