The programme is "India's first-ever national-level open online coaching and education programme for grassroot-level athletes," according to a statement from SAI.
The allowance includes expenses towards travel to hometown, diet charges while at home and other miscellaneous expenses incurred by the athletes.
Sports Minister Kiren Rijiju said that it is a 'great day for Indian sports' as the first-ever Khelo India Winter Games launched in Gulmarg.
The first inter-college sports festival was organised under 'Khelo India' at Govt PG College in Jammu and Kashmir's Rajouri.

Maharashtra won its second Khelo India Youth Games (KIYG) trophy in a row by grabbing 78 gold, 77 silver and 101 bronze medals.
The third edition of the Khelo India Youth Games is scheduled to begin in Guwahati on January 10.
Addressing a press conference, AASU leadership said the organisation is keeping a "close watch" on the forthcoming T20 match between India and Sri Lanka on January 5 in Guwahati and the 'Khelo India' games scheduled from January 10 to 22, 2020.
Besides Rijiju, Assam Chief Minister Sarbananda Sonowal was also present as the composite logo, players jersey, Mascots and the theme song of the 3rd edition of the Games was launched.
The Sports Ministry has sanctioned Rs 7.87 crore as out-of-pocket allowance for 2625 Khelo India athletes.
The application, developed by SAI as part of the Khelo India Scheme, aims to further the Prime Minister's vision to develop the sporting ecosystem in India and turn it into a global sporting superpower in the years to come.

Addressing the gathering, the Prime Minister said sports should occupy a central place in the lives of the country’s youth.
