Police personnel, posted at a check post on the highway, signalled a truck to stop, but it sped away, Senior Superintendent of Police (SSP), Jammu, Vivek Gupta, told PTI.
The militants fired upon Abdul Ahad Ganie (42) at the Babademb area of Srinagar, a police official told PTI.
"Police have registered a case and initiated investigation, which suggest involvement of local militants Zahoor Thokar and Showkat Dar of the Hizbul Mujahideen outfit," an officer said.
"I appeal to Prime Minister Narendra Modi to take swift action in this. 100 of their people should pay the price for the death of my brother. If you (the government) are not able to do so, then tell us, we will do it ourselves," his brother said.
