The local Islamic State group affiliate and the more firmly established Taliban carry out regular attacks around the country, with the Taliban usually targeting the government and security forces and ISIS targeting the Shiite minority.
18 people have also received injuries in this blast.
Basir Mujahid, spokesman for the Kabul police chief, said the blast occurred in the eastern neighborhood of Qabil Bay, in an area that is home to a police station, the government's customs offices and some guest houses.
IS said the attack was carried out by a bomber with an explosive vest and targeted the gate of the headquarters of the Afghan intelligence service in central Kabul.
The latest round of attacks in Kabul by the Taliban were a direct challenge to Trump, who had asserted on January 16 that the US troops had made "tremendous strides" in fighting the Islamic State (IS) and the Taliban.
Taliban has claimed responsibility for the deadly attack, as per Afghan media.
Interior Ministry spokesman Najib Danish said the 18 killed included 14 foreigners and a telecommunications official from the western Farah province who was attending a conference.

Initial reports indicate that an explosion occurred in Banaee area in Kabul’s PD9 at around 8:30pm Kabul time.
The explosion took place around 10.30 am in the Qala-e-Nazar area, Nasrat Rahimi, the ministry said, adding that the victims included women and children.
At least 40 people were killed and several others injured in n multiple blasts near a media outlet and mosque in Kabul on Thursday, Afghanistan media reported.
The victims included five civilians and the attacker who was a teenager.
Police said that a terrorist wearing an explosives-packed jacket tried to enter Qasr-e-Naween Hall at midday in Khair Khana Mina locality shortly before a political gathering ended.
