Officials said a suicide bomber detonated explosives outside Jalalabad's customs finance department before other insurgents stormed the building.
Spokesperson in the Ministry of External Affairs Raveesh Kumar said Indian embassy in Kathmandu was in touch with the Nepal government over the incident and that the security authorities in that country were investigating the matter.
The explosion happened near a mosque in Shindand district, said Jilani Farhad, a spokesman for Herat's governor said.
Two other explosions were also reported from Kamjong and Imphal West districts yesterday night but there was no report of any casualty.
