Lakra, a resident of Mundka village, resided on the top floor of the building and went absconding after the incident that claimed the lives of 27 people.
The FIR said police received information at 4.45 pm regarding the fire and 100 to 150 people were trapped inside.
Officials said it was a massive blaze and the bodies were charred to such an extent that it has become difficult to identify them.
The fire started at around 4.30 pm, probably because of an electrical short circuit on the first floor. It soon spread to the second and third floors, and later the flames engulfed the entire four-storeyed building.
Delhi Fire Service (DFS) officials said that it is suspected that an explosion in an AC may have triggered the fire.
The owner of the building has been identified as Manish Lakra who lived on the top floor. Lakra is currently absconding.
Prime Minister Narendra Modi on Friday expressed grief over the loss of lives in a fire at a building here which left at least 26 persons dead. Five people suffered minor injuries after a cylinder exploded at a shop.
A total of around 20 fire tenders were rushed to the spot to douse the fire.
