War of words broke out in a Delhi court during a hearing in CBI vs CBI case after two investigating officers, current and former, Satish Dagar and Ajay Kumar Bassi, levelled allegations against each other.
A Delhi court on Wednesday asked the CBI as to why there no psychological and lie detector test conducted on its former special director Rakesh Asthana, who was recently given a clean chit in a bribery case.
The Central Bureau of Investigation on Tuesday gave a clean chit to former CBI Special Director Rakesh Asthana and R&AW Chief Samant Goel in a bribery case registered by the agency in 2018.
"I sincerely realise my mistake and while tendering my unqualified and unconditional apology, I specially state I have not wilfully violated the order of this court as I cannot even dream of violating or circumventing order of this court," Rao said in the affidavit.
"Hope new Director's "lack of experience" in CBI would not hamper his ability to rebuild institution "this govt has destroyed"," Kharge said in the letter.
The post of CBI director is "sensitive" and "important", and it is not good to keep an interim director of the agency for longer period, the top court observed and sought to know as to why the government has not made the appointment yet.
Seeking review of his transfer from Anti-Corruption Branch here to Ghaziabad training academy, Superintendent of Police T Rajah Balaji has questioned the "mass transfers" done by Rao as "Director in-charge".
The transfer order, however, states that all the officers, who have been specially directed to supervise, investigate or enquire into any case or matter by any constitutional court, shall continue to do.
Bassi has challenged the transfer order issued on January 11 saying it is violative of the directions issued by the top court in its judgment on the plea of the former CBI director Alok Kumar Verma.
A division bench of Chief Justice Rajendra Menon and Justice V Kameswar Rao asked the Centre and the Central Bureau of Investigation (CBI) to file their reply and listed the matter for further hearing on March 26.
There was no immediate reaction from the Central Vigilance Commission or the government.
The former CJI's comments come a day after CBI director Alok Verma resigned from his post after he was ousted by a panel led by Prime Minister Narendra Modi.
According to guidelines set by the Supreme Court in 2004, officers from the four oldest serving batches of the IPS will be in contention for the top post.
Speaking to PTI shortly after his ouster, Verma said that CBI being a prime investigating agency dealing in corruption in high public places is an institution whose independence should be preserved and protected.
Verma issued two orders Wednesday "withdrawing" all the transfers done by Rao on October 24, 2018 and January 3, 2019.
In a jolt to the government, the Supreme Court on Tuesday reinstated Verma as CBI director.
The top court also set aside the Centre's decision to appoint senior IPS officer M Nageswara Rao, who was joint director as the agency's interim chief.
The bench also made it clear that any further decision against Verma would be taken by the high-powered committee which selects and appoints CBI Director. It said the meeting of the committee should be convened within a week.

Verma's two-year tenure as CBI director ends on January 31. He has moved the top court challenging the Centre's decision.
