Jammu and Kashmir: Police and security forces were present in the area to monitor the situation.
Bihar news: According to reports, firecrackers were being manufactured in a room of a building where the blast took place.
The Counter-Terrorism Department informed the court that the suspect is a commander of separatist organisations Balochistan Liberation Army (BLA) and Balochistan Liberation Federation-Karachi (BLF).
"All emergency services are working hard but we need your help. Avoid the area. Do not post images from the scene online - think of those involved," West Midlands Police wrote on Twitter.
The incident took place at around 4 pm, a senior police official said.
A team of the Bomb Detection and Disposal Squad (BDDS) along with a Crime Branch team is probing the case.
The nature and source of the blast have not been ascertained yet and are under investigation.
"Law enforcement and security personnel have reached the spot with rescue teams. Until now 13 people have been moved to the hospital," a police officer said.
Chief Minister Bhagwant Mann said the strictest punishment will be meted out to those trying to spoil the state's atmosphere.
