BJP president Shah listened to the programme at a tea stall in the city's Muslim-dominated Dariyapur area in the presence of hundreds of locals and party workers.
Ammu, chief media coordinator of the Bharatiya Janata Party (BJP) in the state, said he gave the statement as a "Rajput" and not as an office-bearer of the party.
Khattar said the arrest of state BJP chief Subhash Barala's son for allegedly stalking a young woman in Chandigarh was "individual issue" and the father should not be punished for the son's crime.
The apex court had also asked Thakur to be present on July 14 to tender the apology, indicating that it was willing to accept the apology and close the contempt proceedings against Thakur.
