Dev will hold the post of chief secretary superseding 1986-batch IAS officer Manoj Parida who is currently serving as additional chief secretary (home) and principal secretary in the PWD.
Prakash had accused some of the ruling AAP MLAs of assaulting him in the presence of Kejriwal and Manish Sisodia.
Anshu Prakash was allegedly assaulted during a meeting at Kejriwal's official residence on February 19.
The questioning focussed on the CCTV cameras and on ascertaining whether the attack was pre-planned.
Justice Rajiv Shakdher directed the Question and Reference Committee not to insist Prakash's appearance till April 11, the next date fixed for hearing.
Citing Baijal's letter, Sisodia said when an IAS officer goes to the L-G claiming he was scolded by an AAP minister, he wipes his "tears" and despite his "uselessness", the L-G encourages him to boycott meetings, saying he is standing with him.
Hours before the meeting, Prakash in a letter to Kejriwal, said he would attend it to discuss important budget matters, assuming that the chief minister ensures "no physical attack and verbal assault" on officers attending the meet.
In a letter, released to media hours before the meeting, the Delhi Chief Secretary said: 'will attend the meeting on the assumption that CM will ensure there is no physical attack and verbal assault on the officers'.
Prakash was allegedly assaulted by some AAP MLAs in front of Chief Minister Arvind Kejriwal and his deputy Manish Sisodia at the CM's residence on the intervening night of February 19-20.
LG Anil Baijal said no government could fulfil its promises to the people if its employees felt "demoralised and insecure".
The two MLAs were arrested in connection with the alleged assault on Delhi's top bureaucrat during a meeting at Chief Minister Arvind Kejriwal's residence on the night of February 19.
