Sixty people were crushed to death by a train coming from Jalandhar on October 19, when they were watching an effigy of Ravana burn at a ground near railway tracks at Joda Phatak.
Sidhu also offered to take up the matter with Chief Minister Amarinder Singh for any help from the state government in this regard.
"Had taken all permissions, had alerted crowd at least 10 times to not stand on tracks. I am extremely pained by the incident," Mithoo said in the video. He also added that some people were trying to defame him.
Speaking to news agency ANI, Commissioner of Police SS Shrivastava said; "ADGP rank officer has been roped to monitor the overall sitaution. A SIT panel has been formed and a separate magisterial inquiry is underway".
The railways has said it was not informed by the organisers or the local administration that a Dussehra event was being organised near the tracks. It said Saturday the tragedy was a case of trespassing and ruled out any probe.
In the letter, the driver said that he had applied emergency brakes of the train, but they failed to stop the train before it hit the crowd.

According to police, a few people angry over the accident attacked their residence, broke window panes and pelted stones on Saturday.
