Senior Congress leader Kapil Sibal had earlier said that Mehrishi was the finance secretary from October 24, 2014 to August 30, 2015 and in between Prime Minister Narendra Modi went to Paris on April 10, 2015 and announced the signing of the Rafale deal.
The union minister also accused the Congress party of launching 'fake campaigns' against the defence forces, judiciary and Reserve Bank, and said it is time to protect the country as well as its institutions from 'institution wreckers'.
In a tweet, Goyal said: "Delighted to welcome back respected Shri @arunjaitley ji. Very grateful to him for his support, guidance and leadership."
Commenting on the incident Union Minister Arun Jaitley said that the episode "shocked" his "conscience".
Jaitley, however, has been active on social media tweeting and writing Facebook posts and had also met reporters through a video call from New York and fielded questions on the Budget. He also gave interviews on the subject.
In a blog, Jaitley hit out at Banerjee, dubbing her act as a "disproportionate over reaction" aimed at projecting herself as a "nucleus" of opposition parties.

In an apparent reference to the raging controversy over jobs, Jaitley wondered how the Indian economy can grow at an average of 7.5 per cent in the last five years without any job creation.

Jaitley, who is recuperating after a surgery in a hospital in the US, on Twitter said one of the reasons for "poor" conviction rate in India is that "adventurism and megalomania" overtakes investigators and professionalism takes a back seat.
Piyush Goyal will also continue to retain existing portfolios of Railways, Coal and Corporate Affairs.
It is pertinent to mention here that all these developments have come at a time when Lok Sabha elections 2019 is just a few months away.
The finance minister's remarks come in the backdrop of an Indian cyber expert, who is seeking political asylum in the US, claiming that the 2014 general election was "rigged" through EVMs, which are prone to hacking.
This will be the last budget of the current BJP-led NDA government before the General Elections.
“The Kolkata rally organized by Trinamool Congress leader Mamata Banerjee was significant. On the surface, it was an anti-Modi rally. It indeed was. More significantly it was also a non-Rahul Gandhi rally,” he said.
In a Facebook blog titled-The Compulsive Contrarian and his Manufactured Logic-without naming Congress or other opposition parties, Jaitley said, nations are built by those with positive mindsets and a national vigor, not by the 'Compulsive Contrarians'.
The finance minister further claimed that the 10 per cent reservation would neither contravene the basic structure of the Constitution nor would it be restricted by the 50 per cent reservation cap placed by the Supreme Court.
"GST exemption limit has been doubled to Rs 20 lakh for north eastern states and Rs 40 lakh for the rest of the country," Union Finance Minister Arun Jaitley announced on Thursday.
Tomar further said that the vote on account budget before the general elections will be presented by Finance Minister Arun Jaitley on Feb 1.
Attempts were made earlier too by governments at the Centre and states in this regard but failed because they were done either through common statutory provisions or notifications, Jaitley said.
