Born in Etawah, Uttar Pradesh, Shivpal Yadav is the leader of Pragatisheel Samajwadi Party (Lohia). He is the uncle of former Uttar Pradesh Chief Minister and Samajwadi Party president Akhilesh Yadav, and is the younger brother of of Samajwadi Party founder Mulayam Singh Yadav . He graduated from KK Degree College, Etawah (Kanpur University) in 1976 and went on to Lucknow University to pursue his Bachelor of physical education which he completed in 1977. Shivpal Yadav first became the Member of Legislative Assembly in 1996 from the Jaswantnagar Assembly constituency. Later in 2003, Yadav became a cabinet member in the UP government headed by Mulayam Singh Yadav. Under Akhilesh Yadav's government, Shivpal Yadav was made cabinet minister again in 2012. In 2009, when the then UP SP president passed away, Shivpal was appointed the president. He was also appointed as the Leader of the Opposition when Mayawati was the chief minister. In 2016, the leader was appointed as the Samajwadi Party state chief. However, he resigned days later from all the party posts and ministerial berths held by him in the Uttar Pradesh government due to internal party feuds. After leaving the Samajwadi party, Shivpal Yadav founded the Pragatisheel Samajwadi Party to retain socialist values in August 2018. Ahead of the 2022 UP elections, Shivpal Yadav said that his party's priority is to form an alliance with the Samajwadi Party, saying that it should be allotted 100 seats. Earlier this month, Akhilesh Yadav also said that he would be working to join hands with Shivpal Yadav on Mulayam Singh's birthday.

Pragatisheel Samajwadi Party (Lohia) president Shivpal Yadav on Thursday said it would be his "first priority" to have an alliance with the Samajwadi Party to defeat the BJP in the UP assembly election in 2022.
Replying to a question, Shivpal Singh Yadav said that everyone has seen the result of the SP-BSP alliance in the 2019 Lok Sabha elections. "We will now see the result of BJP-BSP alliance," he added.
More than 24 hours after Shivpal Yadav put forward a proposal for unity on Mulayam Singh Yadav's birthday on November 22, Akhilesh Yadav has chosen to completely ignore the overture.
Both Samajwadi Party and the PSPL have faced a humiliating defeat in the recent Lok Sabha elections and there is pressure from their cadre to join hands. Relations between Akhilesh Yadav and Shivpal Yadav have been under tremendous strain since 2016 and in 2018, Shivpal floated his own party, PSPL.
In a visible softening of stand, Shivpal Yadav, who heads the Pragatisheel Samajwadi Party (PSP), has said that he is ready to forge an alliance with Akhilesh Yadav-led Samajwadi Party for the Uttar Pradesh assembly elections, which is slated to be held in 2022.
“We've decided to contest the 2022 elections. We've to strengthen the party so that in 2022 Pragatisheel Samajwadi Party (Lohia) forms a government on its own. Rumours are that there'll be merger, this should put an end to all that,” said Shivpal Yadav.
Shivpal Singh Yadav categorically said that he had no plans to merge his Pragatisheel Samajwadi Party Lohia (PSPL) into the Samajwadi Party.
Shivpal, who is contesting Lok Sabha polls from here, said people of Firozabad invited him and based on their interest decided to contest from the seat.
As part of the seat-sharing agreement, Apna Dal was allocated two parliamentary constituencies- Basti and Pilibhit.
Addressing a joint press conference with Samajwadi Party (SP) president Akhilesh Yadav here earlier in the day, Mayawati asked the party cadre "to not waste their vote on his (Shivpal's) party, (which is) funded by the BJP".
PSP(L) founder Shivpal Yadav on Thursday expressed confidence that the next government at the Centre cannot be formed without support from the party and stressed there was "no chance" of a merger with the SP, though he was open for an alliance.
Yadav, who recently floated the Pragatisheel Samajwadi Party (Lohia), announced that his outfit will contest next general elections from 75 districts and was ready to enter in an alliance with Congress to defeta BJP.

Talking to reporters after meeting his supporters and party workers in Baghpat in western Uttar Pradesh, Shivpal Yadav said his is a long fight and that he would assimilate all who have been "marginalized and humiliated" in the SP.
Lok Sabha elections 2019: Before the Uttar Pradesh Assembly poll in 2017, Shivpal Yadav was locked in a power struggle with Akhilesh Yadav.
Besides Mulayam Singh Yadav, the name of his brother Shivpal Singh Yadav was also missing from the list of national executive members.
The SP patron endorsed his brother Shivpal Singh Yadav forming a new political front, while answering a question on Shivpal's Samajwadi Secular Morcha.
The Samajwadi Party (SP) had in May 2016 declared Amar Singh as its candidate for the Rajya Sabha elections taking him back to the party, six years after his expulsion.
Shivpal Yadav added that he was ready for any "position" in the party provided Mulayam Singh Yadav got "due respect" in SP.
