Rahul Gandhi is the Congress leader and has been representing the Wayanad Lok Sabha constituency since 2019. In the 2019 Lok Sabha Election, Rahul Gandhi won the Wayanad seat by defeating Communist Party of India (CPI) candidate PP Suneer with a margin of 4,31,770 votes. However, Gandhi was defeated by Bharatiya Janata Party (BJP) leader Smriti Zubin Irani from his family's stronghold Amethi with a margin of 55,120 votes in the 2019 polls. Rahul Gandhi won three consecutive elections from Amethi in 2004, 2009 and 2014. He defeated Bahujan Samaj Party (BSP) candidates Chandra Parkash Mishra Matiyari and Asheesh Shukla in the 2004 and 2009 polls respectively from Amethi. Rahul Gandhi again won the Amethi constituency in 2014 by defeating Smriti Zubin Irani with a margin of 1,07,903 votes. Gandhi was the president of the Congress party from 2017 to 2019.

The Congress president has been repeatedly accusing the Narendra Modi government of weakening public sector undertaking Hindustan Aeronautics Limited (HAL) and destroying India’s strategic capability to benefit industrialist Anil Ambani.

Gandhi's attack came after a media report claimed that "not a single rupee of the said Rs 1 lakh crore has come to HAL, since not a single order, as claimed, has been signed till now".
Two days after Sitharaman made the claims in the Lok Sabha on Friday, Gandhi took to Twitter to question her claims, tagging a media report that said "no actual order has been placed".

By repeating his allegations, Rahul is trying hard so that at least one corruption charge against the Modi government could stick.
Rahul Gandhi's attack came a day after he said Modi faced an open book exam on the deal in Parliament and asked if he will show up at the exam or send a proxy.
