New Delhi, July 30: Brushing aside opposition after dithering for nearly four years, the Congress and the UPA coalition today unanimously endorsed creation of a separate Telangana state from out of Andhra Pradesh.“It is resolved to request the Central government to make steps in accordance with the Constitution to form a separate state of Telangana ......within a definite timeframe,” said a resolution of the Congress Working Committee, the highest policy-making body of the party, after over an hour-long meeting.The Congress also decided to recommend to the government that Hyderabad be made the joint capital of the newly-proposed state and the other regions—Rayalaseema and Coastal Andhra—for a period of 10 years.The momentous decisions by the CWC and the UPA came after hectic consultations for the last over a week on creation of the 29th state of the country that will have a geographical area of 10 of the 23 districts of undivided Andhra Pradesh.Today's decision also brings to fruition the announcement made by the then Home Minister P Chidambaram on December 9, 2009 for creation of Telangana.Contrary to speculation that the new state could be named Rayala Telangana, including a couple of districts of Rayalaseema, the districts that will be part of the new state will be Adilabad, Karimnagar, Khammam, Mahaboobnagar, Medak, Nalgonda, Nizamabad, Rangareddy and Warangal besides Hyderabad.At the moment the idea is to have 10 districts in Telangana but it will be for the Group of Ministers to consider demands for inclusion of more areas, AICC General Secretary Digvijay Singh, incharge of Andhra Pradesh affairs in Congress, told a press conference after the CWC meeting.Out of 42 Lok Sabha seats and 294 Assembly seats in Andhra Pradehs, Telangana is likely to have 17 Lok Sabha seats and 119 Assembly seats.Following is a blow-by-blow account of the consultations that took place over Telangana today:7: 25 pm: Hyderabad to be joint capital for 10 years. 7:20 pm: Digvijay Singh and Ajay Maken addresses a Press Conference announcing CWC's endorsement for Telangana.6: 41 pm: Special Cabinet meeting on Telangana on Wednesday at 11.15 am at 7, RCR6: 40 pm: CWC meeting concludes6: 36 pm: CWC supports demand for Telangana: Sources5:51 pm: C P Joshi reaches 10, janpath5:44 pm: CWC meeting begins5:38 pm: Digvijay Singh reaches 10 Janpath 5:25 pm: RLD chief Ajit Singh comes out to announce UPA coordination committee has unanimously endorsed Telangana. 5:15 pm: Sushil kumar Shinde, Ajay Maken, Moti Lal Vora , Mohsina Kidwai, Mukul Wasnik, Ambika Soni reach 10, Janpath to attend CWC meeting.5:11 pm: Soon after UPA coordination committee meeting, PM, Sonia, Ahmed Patel, Digvijay Singh, Ghulam Nabi Azad, Sushil Shinde, Kiran Reddy, Kamal Nath, Chidambaram meet separately, for resolution to be place before CWC.5: 10 pm: UPA coordination committee unanimously approves formation of Telangana.4:30 pm: AP chief minister Kiran Kumar Reddy arrives to attend UPA Coordination Committee meeting at 7 RCR. 4:22 pm: AP CM Kiran Kumar Reddy leaves Andhra Bhavan for 7, Race Course Road.4:16 am : Maharashtra Congress leader Vilas Muttemwar wants creation of Vidarbha state out of Maharashtra, writes to Sonia Gandhi. 4:10 pm: UPA coordination meeting starts at PM's official residence. Venkaiah Naidu hollers: "What the Congress is doing, we do not know. they have not taken anyone into confidence. BJP has taken a consistent stand that Telangana must be formed. I can only request Congress people not to create tension among the people. The Congress party should explain to the people why they have delayed Telangana for 9 years." 10:30 am: In Hyderabad, TRS supremo K Chandrashekar Rao's daughter K. Kavita tells India TV: " we are waiting for the formal announcement. We are against Rayala Telangana. We are also against making Hyderabad the Union Territory. Hyderabad is an integral part of Telangana.
