Guwahati, May 19: Assam Chief Minister Tarun Gogoi said here Saturday there was considerable improvement in the law and order situation in the state over the past 12 years.

He added that the government has been able to bring almost all insurgent outfits to the negotiating table.

Gogoi completed his second year as chief minister for the third consecutive term Saturday.

He said that while 412 civilians were killed due to insurgency-related incidents in 2000 in Assam, only 39 civilians were killed in the state due to insurgency in 2012.

"Only eight people have been killed in insurgency-related incidents in Assam this year. The number of civilian causality has reduced, which this is a good sign," Gogoi said, and added that the development works initiated by the government helped containing insurgency.

He said that his government has been able to stop Maoists from expanding their bases in the state.

"Seven Maoist leaders, including a central committee member, were nabbed by police in past few days. This is also another significant improvement," he said.

"We wanted to improve the education system in Assam. My government has been laying stress on education and several new universities have been set up across the state in the last few years. The setting up of new medical colleges and universities in the state is a good sign," Gogoi said.

"Growth in the per capita income in the state has also increased. Assam is at the fifth position at the all-India level in terms of per capita income," Gogoi added.
