In his letter to the LG, Goel has said that it is felt, across the board, that there is a need to achieve a more transparent, easily accessible and people-friendly system, more in the nature of a ‘Single Window System' for granting approvals to the lesser income group residents for carrying out construction on land measuring 100 metres.
“As the Municipal Corporations continues to strive and serve the people of Delhi, it will be a great gesture for the benefit of all residents falling in the bracket mentioned above, if the LG could allow Corporations to implement the ‘Single Window System',” he wrote.
This will ensure that the role of MCD would be limited, in that it would merely formulate the Guidelines with regard to the nature, type and manner of building, area that can be constructed etc. and thereafter, it would permit residents to carry out such construction without having to first seek approval of the Corporation.
It would be permissible for people to construct so long as they declare vide an Affidavit that the construction shall be in tandem with MCD's building bye laws/rules/regulations and this fact is also supported by an Architect and his drawings.
Indeed, in the event it is found that a person has flouted the law / made wrong statements on oath by way of an Affidavit, the law would take it own course. It would be open to the MCD to demolish illegal structures in addition to taking any such measures as may be required under the law, the letter said.
“I feel that such a policy intervention would be in the true interest of the people. It is my firm belief that gestures like this, will not only make MCD more accountable, check corruption and truly serve the people, but also will serve the aspirations and transform the dreams of people of the lower income group into reality,” said Goel.
