HYDERABAD: Andhra Pradesh Chief minister Rosaiah is in Delhi on Wednesday and will utilise the opportunity to take directions about what to do with Jaganmohan Reddy but top ranking Congress sources say that they do not understand why he is shying away from recommending action against the young scion of the YSR family, reports Times of India.

“Some action can be taken against Jagan if Rosaiah recommends so, but he is keeping mum. He hates Jagan but is scared of him to say so openly. That's the problem,” a top ranking source told TOI.

The source also added that Congress supremo Sonia Gandhi seldom takes any hasty decision, so the high command cannot be blamed for acting soft. “If she decides to act, she will act resolutely. But she will never be pushed into taking a decision. But Rosaiah is not reporting anything strongly,” the source pointed out.

It is understood that two options are being debated in the Congress headquarters. One of this is not to disturb Jagan and give a long rope so that he hangs himself. “He is so impetuous that he will destroy himself. We need not issue a show cause notice to him or to suspend him. He will leave the party on his own and nobody will follow him,” goes the argument.

The other line of thinking is to act against him decisively. This argument is based upon the understanding that if Jagan

is allowed to pursue his yatra freely he will gain strength with each passing day. “This will make taking action against him more difficult. Besides, he will be gathering more followers. It's like a comet which gathers a lot of material around it,” a source said.

Although Rosaiah keeps reiterating that he is in his position only as a representative of the hig command, the party headquarters' opinion is that he is overdoing this ‘only here on the orders of Sonia' bit. They say that instead of trying to portray himself as the servant of the high command, he should also learn to take some independent decisions. He should not depend on New Delhi to tender him advice on every small thing. “Granted that he is there at the Congress president's pleasure does not mean that he has to refer every decision to the high command,” a source said.

Party sources in New Delhi are also wondering what YS Rajasekhara Reddy's close associate K V P Ramachandra Rao is up to. In recent weeks he was seen as distancing himself from the Jagan camp, but in the last few days Congress MLAs wanting to join Jagan have met at KVP's house leading to speculation.

“He is certainly now in the Rosaiah camp but is trying to secure the interests of Jagan. That's what the impression that we get,” a Congress source said.

In spite of being unable to take resolute decision, Rosaiah is however still in the good books of the Congress high command. “Soniaji takes long to take a decision but backs it once she decides on something. Rosaiah is confirmed in his job, no doubt about that although the party headquarters has started to prop up second rung leaders –– especially Reddys –– for the future,” the source said.

Party sources explain that while the Pradesh Congress president is the state party chief in Congress ruled states it is the chief minister who is the boss. “So, it is for Rosaiah to initiate the process of action against Jagan,” said the source.

“As far as state party chief D Srinivas is concerned, party bosses know that he is busy doing deals to get elected to the assembly in the enusing byelections. He is dreaming of becoming chief minister and is focused solely on this goal,” the source said.
