Chandigarh: A day before launching its manifesto for October 15 polls in Haryana, Congress today claimed that there was no anti-incumbency factor and there was no challenge from opposition parties as BJP was in “disarray” and INLD was on the verge of being decimated.

Eyeing a hat-trick in Haryana, chairman of the Manifesto Committee, Dr Ram Prakash, claimed that people identify themselves with Chief Minister Bhupinder Singh Hooda.

“There is no anti-incumbency factor in Haryana. In our state, vote pattern is such that people identify themselves with their leader and in the present Chief Minister they see a leader who has the ability to take the state to new heights,” he said.

The 75-year-old leader also claimed that all the promises made during the previous Assembly polls have been fulfilled.  “We make those promises which we are able to fulfil and deliver.

We fulfilled all the promises made in 2009 and even far exceeded them by delivering over and above expectations.

Now, we plan to further accelerate the pace of development in Haryana and in our manifesto we will offer something for every section,” The manifesto will be released in Panchkula in presence of Congress general secretary Shakeel Ahmed, Chief Minister Bhupinder Singh Hooda and several other leaders.

He claimed that there was no anti-incumbency factor and people will vote back Congress for development done by the incumbent regime.

Prakash said that when he started to compile the manifesto with the help of other members of the Committee, he faced a challenge of what new could be offered to the people as a lot of development work has already been done.

Attacking the BJP, which like the Congress is contesting the October 15 polls independently, Prakash said the ruling outfit has no danger from the saffron outfit “which is in a disarray”.

Referring to the Lok Sabha polls held earlier this year, the Congress leader claimed that scenario was different as an atmosphere had been created around one individual—Narendra Modi—“but people realised that they had been befooled with hollow promise of better days”.

“As far as Haryana unit of BJP is concerned, they even do not have enough candidates to fight the elections and had to borrow from here and there.

“Moreover, the party has not found one suitable leader worthy to be named as Chief Ministerial candidate, even though they have aspirants for the Chief Minister's post in dozens,” he said.

Referring to senior leader Birender Singh, who joined the BJP recently after snapping 42-year-old association with the Congress, Prakash said that Singh had made the “biggest mistake of his life by joining the (saffron) outfit”.

Moreover, Singh is a leader from the Jind belt, “where BJP has no support base”.

About former Chief Minister Om Prakash Chautala led INLD, Prakash said the party will be decimated after the assembly polls.
