"The chief electoral officer of Jharkhand has requested the chief electoral officer of Bihar for help to arrest Singh," Lakshmanan said.
He also said the state home department has been asked to look into it.
A case was also registered against Singh in Patna Monday after the Election Commission ordered the Patna district administration to do it.
Lakshmanan said Singh's remark was an open violation of the Model Code of Conduct.
He said the order was given to the Patna administration after Singh failed to comply with a single-day deadline given to him to submit his explanation.
Singh said Tuesday he stands by his remark. He is the BJP candidate for the Lok Sabha polls from Nawada constituency.
