The report has highlighted that victims were already vulnerable to being sexually exploited by gangs, as they had a limited knowledge of sex, suffered from disabilities, or were seeking to escape a harsh background.
The Birmingham City Council is considering new measures including raising the issue with parents or teenagers through secondary schools and encouraging greater use of relationship education.
