New Delhi: Supreme Court today issued notice to the Centre and all state governments on a plea seeking its direction to them to provide proper security arrangements at public places, particularly at religious places that recently witnessed loss of lives of pilgrims in stampede.

A bench headed by Chief Justice P Sathasivam asked them to file their response on a PIL alleging that they have failed to ensure safety and security of the lives of pilgrims visiting religious places.

Petitioner Vineet Dhanda, a lawyer, submitted that governments are not doing proper security arrangements at public places and sought the apex court's intervention.

“The petitioner seeks direction to the government to formulate and implement policies for management of large crowd at public places in India in wake of recent tragedies and loss of lives in temple stampedes at several religious places,” the petition said, adding, “The governments are not awakened to the responsibilities to ensure safety and security of the lives of the people.”

The petitioner submitted that proper security arrangement be made not only in religious places but other public places like cinema halls, hospitals, market places, courts and hotels.

He said a disaster management system be also be put in place to face any untoward incident at religious sites and temples.
