New Delhi: The Central Vigilance Commission (CVC) said that the Indian Railways topped the list of government organizations against whom complaints of alleged corruption were received by it.


The CVC in its annual report for 2013, which was tabled in Parliament on Wednesday, said that as many as 11,243 complaints of alleged corruption were received against Indian Railways employees followed by 7,365 against bank officials and 3,739 against Income Tax officials.

A total of 3,458 complaints were received against officials working in the Ministry of Petroleum and Natural Gas, 3,340 against employees working under Urban Development and 3,179 against those in Department of Telecommunications, it said.

These were among the total of 48,920 complaints of alleged corruption received by Chief Vigilance Officers (CVOs), who act as distant arm of the CVC, of various government departments.

Of the total complaints, 33,406 were disposed of and 15,514 were pending, the report said.

The CVO of Food and Consumer Affairs department has received 1,921 such complaints, as against 1,517 by Department of Customs and Excise, 1,430 by Department of Steel, 1,146 by Home Affairs, 1,052 by Department of Posts and 1,025 by Department of Coal, among others, during 2013.

There were 841 complaints of alleged corruption against employees working under Human Resource Development Ministry, 655 against employees of Government of National Capital Territory of Delhi, 635 against Labour Ministry personnel, 584 against officials in Surface Transport and 578 against those working under Health and Family Welfare Ministry, the CVC annual report said.

Similarly, 552 such complaints were received against employees of Defence Ministry, 473 under Power Ministry, 200 under Department of Personnel and Training (DoPT) and 174 working under Youth Affairs and Sports Ministry, it said.

The CVC has received 35,332 complaints last year, including 1,495 from anonymous and pseudonymous source. About 23,640 complaints were of non-vigilance and against officials not under CVC jurisdiction and 6,912 of them were vague or unverifiable.

Only 1,237 of verifiable complaints were sent for investigation to CVO or CBI, the report said.
