Parliament Monsoon Session HIGHLIGHTS: BJP appoints MP Sanjay Jaiswal as Chief Whip in Lok Sabha

Jagat Prakash Nadda, Leader of House (Rajya Sabha), Kiren Rijiju, Union Minister of Parliamentary Affairs; and Minority Affairs, and L Murugan, Minister of State for Parliamentary Affairs and Information & Broadcasting called on the Vice-President and Chairman, Rajya Sabha, Jagdeep Dhankhar at Parliament House today.

Rajya Sabha and Lok Sabha are discussing the Union Budget 2024-25 and the Budget of the Union Territory of Jammu and Kashmir for 2024-25.

The time for Lok Sabha proceedings was extended to 8 pm.

Union Education Minister Dharmendra Pradhan on Monday said coaching institutes have to follow the rules and regulations and asserted that there should be no politics over the death of three UPSC aspirants due to flooding at an institute here. Taking part in a short debate in the Rajya Sabha over the death of three students at a UPSC coaching centre in Delhi's Old Rajinder Nagar on July 27, the minister termed the incident unfortunate. Nothing would compensate for the loss the bereaved families have suffered, Pradhan said.

Bihar's West Champaran Lok Sabha MP Dr Sanjay Jaiswal has been made the Chief Whip in the Lok Sabha by the BJP.

In Lok Sabha, LoP Rahul Gandhi showed a poster of the traditional Halwa ceremony, held at the Ministry of Finance before the Budget session.

"Every year Rs 100 crore is shown to be spent on cleaning the drains. But every road in Delhi is flooded with a little rain. If you want to see hell in person, you can go to any colony in Delhi during a little rain," said  BJP MP Jangra on the Delhi tragedy.

Union Education Minister Dharmendra Pradhan in Rajya Sabha, on the incident of death of 3 UPSC aspirants in Delhi, said "There was negligence. Only when accountability is fixed, there will be a solution. It is our responsibility to ensure that such an incident is not repeated."

Leader of Opposition in the Lok Sabha Rahul Gandhi on Monday used the 'chakravyuh' metaphor as a leit motif to say that an atmosphere of fear pervades the country and allege that the budget's sole aim was to strengthen the framework of monopoly capital, political monopoly and the deep state. Participating in the debate in the Lok Sabha on the Union Budget of 2024-25, Gandhi claimed the fear is spreading through a 'chakravyuh' with everybody trapped in it, including BJP MPs, farmers and workers.

"We broke 'chakravyuh' through actions such as MGNREGA, Green Revolution, freedom, Constitution," Rahul Gandhi said.

"Dalits, tribals, backwards account for 73 per cent population, but hardly get anything from Union Budget," he said.

"INDIA bloc destroyed the confidence of PM Modi. He has not come to my speech. I'm telling in advance he will never come to my speech again," Rahul Gandhi said.

"I wanted a mention of caste survey in Budget. 95 per cent of the population wanted it," he said.

Rahul Gandhi referred to Ambani and Adani as A1 and A2 in Lok Sabha after Speaker Om Birla objected to him naming persons who are not a part of the House.

"It's not acceptable to us not to name Ambani and Adani in the House. You tell us how we should refer them to here," Rahul Gandhi said. Speaker Om Birla objected to Rahul Gandhi naming the two industrialists inside the House.

"There is a good news in all this for INDIA bloc that the middle class which was probably previously in favour of the BJP, is now in our side (INDIA bloc)," he said in Lok Sabha.

"Budget has stabbed middle class which enthusiastically banged thalis when asked to do so by Prime Minister Modi," Rahul Gandhi said.

"Farmers did not ask for many things, they only sought MSP, there was no provision of it in Budget, INDIA bloc will pass it in this very House," Rahul Gandhi said in Lok Sabha.

"Paper leak biggest issue affecting youth, the finance minister did not mention it in her speech," Rahul Gandhi said.

Rahul Gandhi slammed the Centre over internship announcement in Budget in which the youths will get the opportunity to do intership in top 500 companies of the country.

"My expectation was that this Budget would weaken the power of this 'Chakravyuh', that this Budget would help the farmers of this country, would help the youth of this country, would help the labourers, small business of this country. But what I have seen is that the sole aim of this Budget is to strengthen this framework - framework of monopoly business, of a political monopoly that destroys the democratic structure and of deep state and the agencies. The result of this has been - those who gave employment to India, small and medium businesses, were attacked through demonetisation, GST and tax terrorism," he said.

"My expectation was Budget will help farmers, youths,"  Rahul Gandhi said. "India trapped in 'chakravyuh' represented by lotus symbol that PM Modi wears on his chest," he added.

"Will remove names of NSA, Adani and Ambani from list if you say," Rahul Gandhi said to Speaker in the Lok Sabha. The Speaker told Rahul Gandhi to follow the rules of the House.

Rahul Gandhi addressed the Lok Sabha on Monday. "There is an atmosphere of fear in India and that fear has pervaded every aspect of our country," he said. "Thousands of years ago, in Kurukshetra, six people trapped Abhimanyu in a 'Chakravyuh' and killed him...I did a little research and found out that 'Chakravyuh' is also known as 'Padmavuyh' - which means 'Lotus formation'. 'Chakravyuh' is in the shape of a Lotus. In the 21st century, a new 'Chakravyuh' has been formed - that too in the form of a Lotus. Prime Minister wears its symbol on his chest. What was done with Abhimanyu, is being down with India - the youth, farmers, women, small and mediums businesses...Today, too there are six people in the centre of 'Chakravyuh'...Six people control today too -Narendra Modi, Amit Shah, Mohan Bhagwat, Ajit Doval, Ambani and Adani," he added.

AAP MP Sanjay Singh addressed the Rajya Sabha over the Delhi coaching centre deaths and responded to the queries over what the government worked for the people of the city.

BJP MP Sudhanshu Trivedi addressed the Rajya Sabha over Delhi coaching centre deaths. "The Delhi government is not doing any work in this regard. Which department permitted to work in the basement? Was any inspection done? Why was no action taken upon complaints?" he asked.

A short-duration discussion on the incident that occurred in Rajendra Nagar began in the Rajya Sabha. The discussion is being held under Rule 176, and the Minister will respond at the end. A time of one and a half hours has been allocated for the discussion.

"What has Uttar Pradesh got in the budget? Has the government waived off GST on any essential item of the farmers?" she said in Lok Sabha.

Samajwadi Party MP Dimple Yadav addressed the Lok Sabha on Monday.

"Those students were in Delhi for the preparation of IAS examinations, but sadly I have to say that due to criminal negligence of Delhi govt, those students have lost their lives," she said.

"It's a shocking situation and I have to say that when you have a brilliant student all the dreams of serving the nation through the UPSC exam have been shattered and the hopes of the family have been shattered," he said.

SP MP Akhilesh Yadav asked the government in Lok Sabha if bulldozers would be run over the illegal construction in the national capital.

Debate is underway in Lok Sabha on Delhi coaching centre deaths in which three students lost their lives on Saturday.

"Those officers who are responsible for it must be severely punished to avoid repetition of such incidents in future...  Mere sealing a few coaching institutes won't help have a long-term solution," he said.

"I have filed notice today for suspension of business of Rajya Sabha under Rule 267 for discussion on the pertinent issue before the nation - justice and compensation for the 4 UPSC aspirants who have died in Patel Nagar and Rajender Nagar. Voice of the students will not go unheard," AAP MP Swati Maliwal posted on X.

"I can't say what he (Rahul Gandhi) is going to speak (in Lok Saba) but at the same time the LoP will expose the Nirmala Sitharaman's budget as the key issues have not been addressed and she has only focused on Bihar and Andhra Pradesh and all other states have been neglected. Congress doesn't have any strategy (about the Lok Sabha session), but at the same time, Congress is leading the INDIA bloc, and the INDI bloc leaders will meet and discuss the strategy," he said.

Two 'kanwariyas' died and 14 were injured after a truck hit a tractor-trolley in Morena in Madhya Pradesh on Monday, a police official said. The incident took place at 5am on National Highway number 44, some 10 kilometres from the district headquarters, which led to enraged villagers beating up the truck driver and also blocking the arterial road for some time, the official said. "The tractor-trolley was trailing the kanwariya procession to provide assistance. Two kanwariyas, Bharat Lal Sharma (37) and Ramnaresh Shrama (26) from Sihoniya area, died and 14 are injured. The injured have been hospitalised and are currently out of danger. The road block by the villagers has been cleared," Morena Additional Superintendent of Police (ASP) Anurag Thakur said.

Jharkhand BJP said that it will raise the issue of Bangladeshi infiltration during the ongoing monsoon session of state assembly on Monday. The decision was taken in the party's legislature meeting. Leader of Opposition in the state assembly, Amar Kumar Bauri, said, "The countdown of the JMM-led ruling alliance government has started. So, we want the government's reply to several issues such as Bangladeshi infiltration, demographic change and corruption."

Congress MP Dr Amar Singh moves Adjournment Motion in Lok Sabha 'demanding accountability for death of IAS aspirants in Delhi’s coaching centre'.

Congress MP Manish Tewari gave adjournment motion notice in Lok Sabha, and demanded discussion on "the border situation and huge trade deficit with China."

Leader of the Opposition Rahul Gandhi is likely to speak on the Union Budget 2024 at 2 pm in the Lower House today. Earlier, in a meeting with Congress Lok Sabha MPs, Rahul Gandhi stated that since he has already spoken during the special session of Parliament, he believes others should also be given a chance on a rotational basis, instead of him speaking every time. According to the sources, Congress MPs believe that, as the Leader of the Opposition, Rahul must address the House. As per the sources, party MPs are insisting that Rahul's address will have a significant impact as the Leader of the Opposition, and thus he should speak. According to sources, Rahul has not made a final decision yet, but due to the pressure from MPs, he will decide today morning.
