Anand said the trucks had reached the Pakistani gates on the LoC but Pakistani officials did not open them, saying the gates will remain closed "till the situation becomes conducive".
He said no trucks came from Pakistan too.
The Pakistani decision follows escalating tensions along the LoC ever since India accused Pakistani soldiers of killing and beheading two Indian soldiers.
Meanwhile, India has rejected Pakistan's plea for a probe by the UNMOGIP (United Nations Military Observers Group for India and Pakistan) into the incident in which two Indian army jawans were beheaded in Mendhar sector.
"That (Pakistan's) demand is rejected out of hand. We will not internationalise the issue nor go to the United Nations," Finance Minister P. Chidambaram told reporters after a cabinet meeting.
