New Delhi: Chief Minister Arvind Kejriwal today released the blue print of the odd-even scheme, which aims to curb rising pollution in the national capital.
Kejriwal informed that from January 1, the day odd-even formula will come into effect, odd number cars will ply on odd dates and even number cars on even dates.
Kejriwal said the scheme has received all the necessary approvals and a notification for its implementation would be issued next Monday.
Emergency vehicles like ambulance, fire, hospital, prison, hearse, enforcement vehicles have been kept out of this formula. But those on way to hospital for medical emergency should carry proof to avoid penalty.
Rs 2000 fine will be imposed on people who will break the odd-even formula, Kejriwal said.
The car rationing scheme would be applicable from 8 AM to 8 PM on all days except Sunday and on cars with NCR and other states' registration number plates, Kejriwal said.
During the 15-day trial period, women drivers accompanied by children up to the age of 12 and CNG-certified vehicles will be exempted under the scheme. But they will be penalised if any male member is travelling along.
Women drivers travelling only with female members will also not be considered a violation.
All owners of CNG-fitted cars will need to show prescribed stickers.
Kejriwal also read out a long list of VIP category vehicles, also to be exempted, including that of the President, Vice President, Prime Minister, Chief Justice of India, Union Ministers and Governors and Chief Ministers of states and Union Territories "except that of Delhi".
Vehicles bearing Defenece Ministry number plates and those of Special Protection Group Protectees (SPG) would not be covered by the rules under which cars bearing odd and even numbers would ply on alternate dates till January 15.
Seeking help from Delhiites and Traffic Police for its successful implementation, the Chief Minister said, "Please don't allow jams to happen. I appeal people of Delhi to follow this. This formula is for you, for your children. Let's make this a movement of the people."
Kejriwal also mentioned that he, his ministers and all government officials will follow odd-even formula.
The Chief Minister, addressing a press conference at his residence, assured that Delhi Metro services would run at its peak frequency during the period would the regulations would be in force.
A trial of the odd-even scheme will run till January 15, he said, adding that 'if people accept this plan and execute it on large scale, the government will think about having a permanent measure'.
The government will run 6,000 additional buses to accommodate numbers of passengers after the implementation of the scheme.
There are over 19 lakh private four-wheelers registered in Delhi and nearly half of these will go off the roads with the implementation of AAP government's ambitious odd-even formula.
