New Delhi, Sep 7: After the May 25 blast, three months and three days elapsed, but due to a turf war between Delhi Police and CPWD no CCTV camera was installed at the Reception Centre, scene of Wednesday's deadly blast.
Because of the lack of CCTV camera, the terror group took advantage of the opportunity and a terrorist calmly walked along the queue and left the explosives-filled briefcase.
Delhi Police, Delhi High Court and CPWD officials held several meetings after the May 25 blast.
It was decided to instal CCTV cameras inside the campus, but when the question came about installing CCTV cameras at the reception centre, Delhi Police refused saying it was the work of the CPWD.
The man who came along the queue to leave the deadly briefcase was 30 to 35 years of age and clean-shaven, and he was carrying a dark grey coloured briefcase, said a witness who stood in the queue.
The man soon disappeared and two minutes later, the blast shook the entire Delhi High Court.
Glasspanes rattled, the High Court building shook, several cars in the parking were rattled and even the airbags inside a BMW car opened, so strong was the intensity of what Delhi Police calls a medium-intensity blast.
