Lakhvi co-founded the Lashkar-e-Taiba, which is banned in Pakistan. Another co-founder, Hafiz Saeed, accused by India of masterminding the 26/11 attacks and one of the world's most wanted men, already moves  freely  in Pakistan.

Lakhvi's importance to the Pakistani institution can also be judged from the fact that the military commander was being safeguarded by Lashkar-e-Taiba soldiers despite the fact that he was housed in a high-security jail where the terror trial was being carried out.
 
It has been more than six years  now but still  Pakistan refuses  to give Lakhvi's voice samples, which is needed  to ascertain the fact that he controlled the Mumbai attacks from a control room that was put up  in Karachi at the time of attacks.
