New Delhi: Pakistan has once again showed its dual approach when it comes to deal with the menace of terrorism. The country is still mourning the loss of more than 140 innocent lives in a barbaric terrorist attack by the militants of Tehreek-e - Taliban (Pakistan).But just after a day of the terrorist attack an anti – terror court in Pakistan has granted bail to one of the masterminds of 26/11 attacks on Mumbai. According to the court, Lakhvi was given bail as the prosecution was unable to provide proof against him. Lakhvi was lodged at Aadiyala prison in Rawalpindi and had applied for bail on Wednesday. Let us have a look at some of the important facts about this Pakistan based terrorist:Zaki ur Rehman Lakhvi was born in 1960 at a place called Okara located in Punjab province of Pakistan. Lakhvi, is a top leader of Lashkar-e-Taiba and currently serves as Supreme Commander of operations in Kashmir and is a member of LeT's General Council.He is listed on the NIA's most wanted list. Lakhvi, one of LeT's operations chiefs, was named as an instigator in the Mumbai attacks by the lone surviving gunman captured in India, according to Indian officials. He and Yusuf Muzammil, the head of Lashkar's anti-India operations, gave orders on telephone to the 10 militants who killed at least 171 people in the attack on Mumbai city on 26/11. Zaki ur Rehman Lakhvi is amongst the seven persons charged with setting up and helping carry out the 2008 Mumbai attacks. The six other men facing trial in Adiala Jail for their alleged involvement in Mumbai attacks are Hammad Amin Sadiq, Shahid Jamil Riaz, Younas Anjum, Jamil Ahmed, Mazhar Iqbal and Abdul Majid.During the 26/ 11 attacks, Lakhvi was believed to be the operational head of the banned Laskhar-i-Taiba (LeT) ,the organization which is spreading the anti India movements in Pakistan and also keeps spewing venom against India. Lakhvi along with Zarar Shah and Hafiz Muhammad Saeed was allegedly the key planner of the attack that killed 166 people. The Federal Investigation Agency's prosecutor opposed the bail plea. However, Advocate Rizwan Abbasi, the lawyer on behalf of Lakhvi, strongly pleaded in favour of the bail that was finally granted. The court has ordered Lakhvi to pay surety bonds worth Rs500,000 before he is released on bail. The proceedings of the case started in 2009 at the Anti – terrorism Court in Rawalpindi and the case was moved to the ATC in Islamabad the next year.In April this year however, proceedings came to a virtual standstill as special judge of the ATC expressed his inability to carry out the trial of the seven suspects due to security reasons.Lakhvi co-founded the Lashkar-e-Taiba, which is banned in Pakistan. Another co-founder, Hafiz Saeed, accused by India of masterminding the 26/11 attacks and one of the world's most wanted men, already moves freely in Pakistan.Lakhvi's importance to the Pakistani institution can also be judged from the fact that the military commander was being safeguarded by Lashkar-e-Taiba soldiers despite the fact that he was housed in a high-security jail where the terror trial was being carried out. It has been more than six years now but still Pakistan refuses to give Lakhvi's voice samples, which is needed to ascertain the fact that he controlled the Mumbai attacks from a control room that was put up in Karachi at the time of attacks.According to prosecution chief Chaudhry, the prosecution had to produce more witnesses before this decision which they were not expecting.“We were not expecting this decision as we have to produce a good number of witnesses in the case. We are awaiting the court's detailed order before giving further comment on the decision,” he said.Lakhvi's counsel advocate Raja Rizwan Abbasi said that the court had granted bail as “evidence against Lakhvi was deficient”.The decision triggered quite an uproar in Indian political parties across the board as they accused Pakistan of sheltering terrorists. It also came under attack from the prosecutor in the Ajmal Kasab case, Ujwal Nikam.
