Bhullar fled to Germany in 1994 from where he was deported a year later. After 20 long years on incarceration in jail, Bhullar is now said to be a mental wreck.
His wife Navneet Kaur Bhullar had told a newspaper that Bhullar "is very frustrated, under depression and even suffers from many illnesses."
Navneet, in October last year, had appealed to the Centre to decide her husband's fate one way or the other.
