Chennai: Madras High Court yesterday issued notice to the Tamil Nadu Local Administration Secretary and the Corporation of Chennai on a PIL seeking to clear garbage and stagnation of water in the streets of the city.  






Hearing the petition by city resident A L Ganthimathi, first bench comprising Acting Chief Justice R K Agrawal and Justice M Sathyanarayanan issued the notice returnable by October 7.

The petitioner alleged that the city was littered with garbage in almost all places as they were not cleared on a daily basis and this was causing serious health hazards among the public, particularly school-going children.  

He claimed the design of storm water drainage canal was defective since the bottom portion has been laid with concrete, preventing the passage of water through it.  

This results in stagnation of rain water along with slush, giving rise to serious health problems, he said.  The petitioner further said that because of the piling up of garbage and stagnation of water, mosquitoes breeding has increased and there was a steep rise in cases such as dengue, typhoid and malaria.

Hence, he prayed for a direction to the authorities to take steps to clear the garbage and stagnation of water.
