New Delhi: The Delhi High Court today sought a response from the Centre on a PIL regarding "malfunctioning and mismanagement" of GTB hospital here due to dual control being exercised on it by the city government as well as Delhi University.

A bench, headed by Chief Justice G Rohini, sought the responses from the Ministry of Human Resource Development(HRD) and Delhi University by November 19 on the plea seeking to bring Guru Tegh Bahadur Hospital- University College of Medical Sciences Block (GTBH-UCMSB) under one controlling authority.

The petition, filed by advocate R K Tarun, sought implementation of the 2005 decision of the Centre directing "Delhi government to make a proposal to the HRD Ministry to take over UCMSB (which will remain affiliated to Delhi University).

"This would enable GNCT of Delhi to run both the college and hospital on the pattern of Maulana Azad Medical College and associated hospitals."

The plea expressed concern over the mismanagement of the hospital due to the dual control on it, saying that it led to "conflicting orders from two immediate superiors, two sets of personnel belonging to medical, para medical as well as lowe staffs drawn through two independent sources...

"...dual administration, absence of any discernible sources, lack of definite roles and lack of demarcation of responsibilities," it said.
