Hyderabad: Andhra Pradesh Government will bring out five “white papers” soon to place the “ground realities” before people on various issues confronting the new State, which the Chief Minister said was in a “deep crisis”.

The first session of the new Assembly would begin on June 19 after which the “white papers” would be published.  The TDP-led Government will also come out with a 100-day action plan besides short and long-term goals to drive the truncated State on path of development, Chief Minister N Chandrababu Naidu said here tonight.

A vision document, which would be a modified variant of the Vision-2020 prepared by TDP Government between 1995 and 2004, would also be brought out by involving experts and people, the Chief Minister said at a press conference here.  “This is an extraordinary situation for the State.  We are in a deep crisis but we have to convert that into an opportunity and surge ahead. We will face the situation and overcome it,” he asserted.

The proposed white papers include one on the “wrong” priorities, corruption and problems caused by the State's bifurcation, followed by one on human resources development issues, on infrastructure, irrigation and agriculture and  the power sector, he said.

“(United) Andhra Pradesh had surplus power in 2004.  Now, post-bifurcation, it is in severe deficit. We have to look into the reasons that led to the situation.” He said Secretaries of various departments have been asked to work out action plans for 100 days and also short and long-term goals.

“We have to build the State from scratch. How to mobilise financial resources is a major challenge. In the last ten years, the Congress Governments have totally destroyed the systems which we have to re-establish.  “We have to ensure transparency in governance and alter the delivery mechanisms,” Naidu said.
