The AAP government in Delhi on Thursday presented a Rs.41,129 crore budget for the 2015-16 fiscal for the national capital.
The maiden full budget of the AAP government was presented by Finance Minister Manish Sisodia who described it as the first "Swaraj budget" in the country.
In the previous year -- when Delhi was under President's Rule, union Finance Minister Arun Jaitley presented a Rs.36,776 crore budget for the 2014-15 fiscal for Delhi.
Here are the highlights of Delhi Budget 2015:
* Rs 24,000 crores to be collected through VAT.
* 1 lakh new jobs proposed
* An additional charge to be levied on Heavy vehicles entering in Delhi, Four wheelers vehicles will have to pay an additional Rs 100, Six wheelers Rs 500, Eight wheelers Rs 750, Ten wheelers Rs 1000, and 14 wheelers Rs 1,500.
* VAT on all cutleries items to be reduced from 12.5 % to 5%
* License fee for opening liquor shop to be increased from Rs 2.5 lakhs to Rs 4 lakhs.
* Entertainment tax increased to 40% .
* Circle rate of agricultural land to be Rs 1 crore in East Delhi, for rest of of Delhi it will be between 2.5 crores to 3 crores.
* Luxry tax 10 to 15 %
* A Rs 41,129 crore budget with a major focus on education, health and transport sectors.
* Free wi-fi facility in all colleges as the AAP government's first budget saw a 106 per cent rise in allocation to education sector.
* In the budget, Rs 19,000 crore has been set aside for plan outlay while the non-plan outlay stands at Rs 22,129 crore.
* The government allocated Rs 9,836 crore for the education sector out of which Rs 4570 crore was given under the plan outlay, an increase of around 106 per cent over the last budget.
* The government was in the process of installing CCTV cameras in all classrooms of government schools across Delhi to bring in "transparency and accountability".
* Establishment of a 'Swaraj fund' and allocated Rs 253 crore towards it.
* Rs 4787 crore was alloted to the health sector, whose planned outlay has been pegged at Rs 3138 crore, 45 per cent more than last time.
* 10,000 new beds would come up in hospitals.
