Taking suo motu cognizance of media reports on lynching cases in Bihar, the National Human Rights Commission (NHRC) has issued notices to the Chief Secretary, the Director General of Police and the state government, asking them to take effective measures to control such acts.
The Commission took note of the incident wherein three suspected kidnappers were lynched in Begusarai district of Bihar on September 7, 2018 and has issued orders to look into such matters personally.
The three persons were lynched by mob while they were searching for a school girl with a motive to kidnap her.
A "factual report" on the incident, including action taken against the guilty and measures taken to stop recurrence of such incidents, has been called from them within six weeks.
Referring to the incident, the Commission pointed out that a call should have been made to the police authorities even in case of suspicion.
The school administration could have acted lawfully, it said.
