The central government proposes to make wearing helmets mandatory for children travelling on two-wheelers and aged above four years.
The government has made this proposal in the amendments to the Motor Vehicles Act that was introduced in the Lok Sabha on Tuesday.
However, Sikhs wearing turbans will be exempt from this rule.
The amendments also seek to make safety belt mandatory for car passengers aged below 14 years.
Any violation of these rules would attract a fine of Rs 1,000.
The government also proposes to do away with a 'minimum educational qualification' required for commercial drivers.
Under the amendments introduced by the government, the applicants need not meet a 'minimum educational qualification' if they hold a certificate from a driver training school.
The amendments also seek to empower traffic police to confiscate driving licences of those who are caught jumping traffic lights, driving under the influence of alcohol or drugs, using a mobile phone while at the wheel, or driving in the wrong lane.
The amendments were introduced by Road Transport minister Nitin Gadkari who pushed for early passage of the bill by pointing out that around 400 lives are lost everyday in road crashes in India.
However, the House decided to send the amendments to the Standing Committee.
