Union Minister Arun Jaitley on Tuesday accused the Congress of manufacturing “fake” controversy over Rafale deal as it has an “inadequate leader” with no real issue to attack Prime Minister Narendra Modi in the run up to 2019 general elections.
In a Facebook post titled “The Congress Party and the Fake Issue of Rafale”, Jaitley said that the Congress knows there is a danger of the next election becoming a referendum on Prime Minister Narendra Modi’s performance and that's why that party is manufacturing "fake" controversy to attack PM Modi.
Jaitley pointed out that Rafale deal is a “Government to Government agreement with no private group involved”.
Referring to the government’s refusal to disclose the entire amount involved in the deal. Jaitley said that the UPA Ministers also never disclosed the cost breakup of the weaponry because that is not in larger national interest.
Referring to the Congress allegations of the Government deliberately edging out HAL as offset partner of Dassault, Jaitley said that the government had nothing to do with it.
“The supplier/ OEM manufacturers of defence equipment appoint their own offset manufacturers. The Government has nothing to do with it. The truth always holds together. It is falsehood that falls apart,” Jaitley wrote in the post.
Jaitley also said that in the absence of any real issue, the grand old party is redefining secularism as a euphemism for majority bashing and in the process antagonising the majority against itself.
The Congress Party, he said, realises that there is a danger of the next election becoming a referendum on Prime Minister Narendra Modis performance.
"The popularity gap between the Prime Minister and his competitors is very wide," he said, adding that the Congress is either non-existent or a poor third or fourth in states like Uttar Pradesh, Bihar, West Bengal, which account for 50 per cent of the Lok Sabha seats.
The Congress is, therefore, faced with the prospect of effectively contesting only about 225 seats where it will face a direct clash with the BJP, Jaitley said in a Facebook post.
"What does the party do if its leader has inherent and inbuilt limitations? It had been stigmatised by corruption and in contra-distinction Prime Minister Modi has led a scam free Government.
"Its strategy, therefore, is one of distortion. If you have no issue, manufacture one. Hence the Rafales fake controversy," said the senior BJP leader in the blog titled 'The Congress Party and the fake issue of Rafale'.
He said the Congress strategy is two-fold -- one, it has manufactured the issue of the Rafale deal, and the other pertains to redefining secularism to win"minority vote".
"The issue is failing to cut much ice. Its a Government to Government agreement with no private group involved. It involves national security and it is the armed forces which have preferred this aircraft for its improved combat ability," Jaitley said.

"The truth always holds together. It is falsehood that falls apart. So when Rahul Gandhis statement (during no-confidence debate in Lok Sabha last Friday) that President Macron told him that there is no secrecy pact got smashed into pieces, the next day the Congress Party shifted the Rafale issue to other extraneous grounds," he said.
India had signed an inter-governmental pact with France in September 2016 for procurement of 36 Rafale jets. The delivery of the jets is scheduled to begin from September 2019.
After Gandhi raised the issue in Parliament, France said in a statement that a security agreement it concluded with India in 2008 legally binds the two countries to protect the classified information relating to operational capabilities of defence equipment.
Jaitley further said that the second strategy of the Congress Party is directed against the federal front.
By attacking the BJP on certain issues, he said it is engaged in an implied battle with the federal front in order to reclaim the minority vote.
"Comparison of Hindus with Taliban and phrases such as Hindu Pakistan are intended to help it against the federal front to reclaim the minority vote. This strategy also is likely to backfire," said Jaitley, who is recuperating after a kidney transplant operation.
He stressed that as equal participants in the Indian electoral process, the minorities have a constitutional right of a vote and so does the majority.
"By redefining secularism as a euphemism for majority bashing, the Congress Party is antagonising the majority against itself. This will always happen in an election where you have an inadequate leader and no real issue," he said.
Jaitley also recalled that while there was an outrage in the country over Congress and its leadership over the Bofors issue in 1989, the party strategists invented a counter strategy of diversion by creating a fake issue.
"A bank account in St. Kitts was created in the name of Shri V P Singhs son so that the Congress could now have a face saving argument if we are corrupt, so are you," Jaitley said.
The blog mentions that against the backdrop of the Kargil war, Congress manufactured an issue of sugar export to Pakistan and held two dozen press conferences to question Atal Bihari Vajpayee led NDA government's commitment to nationalism.
