Bibhav Kumar was accused of abusing and beating up Aam Aadmi Party (AAP) MP Swati Maliwal in the drawing room of Delhi CM Arvind Kejriwal's residence. Maliwal in her FIR said that while she waited to meet the CM on May 13, he barged into the room, pounced on her and thrashed her black and blue.
A couple of videos from the chief minister's residence from the day of the incident have surfaced on social media, one showed Maliwal having an argument with security personnel, while the other showed her walking out of the CM's residence in the Civil Lines.

The police complaint comes as the Delhi Police is hunting Bibhav Kumar after the registration of a case based on Swati Maliwal's statement. Kumar alleged that she intended to harm Kejriwal and also hurled abuses at the PA when he tried to stop her from entering the inner part of the CM residence.
Video of the incident that has surfaced shows that Kanhaiya Kumar was coming out of the Aam Aadmi Party (AAP) office when some people came with garlands. They went to garland but attacked him instead.
Swati Maliwal alleged intimidation tactics by unnamed individuals, asserting, "This goon is threatening the party, if I get arrested, I will reveal all the secrets. That is why he is roaming around in Lucknow and everywhere seeking shelter."
