The incident took place at around 8:30 pm, and Sandip was standing with some of his friends on Amherst Street. Suddenly, he grabbed the young woman, and planted a kiss on her lips.
The woman protested, but nobody came to her aid, police said.
Sandip Singh has been charged with outraging the modesty of a woman, after the victim and her mother went to the Amherst Street police station.
