On Monday, the WSJ reported that the device, code named Normandy, will be unveiled at the Mobile World Congress, which opens February 24, 2014, in Barcelona. Already scores of screenshots of the rumored low-cost device, targeted at high-growth emerging markets, have been floating around since December.
